Endangered

This page will be updated regularly to feature properties at risk and current concerns in our community. Whether the properties are on the market, sold or in various stages of development, they are “endangered.” It is important for our community to keep track of our ever-changing neighborhood landscape. With the rezoning in place, we now turn our efforts to keeping tabs on “non-vested” sites that did not have substantially completed foundations, as well as those “vested” and inevitable new development projects. Compliance with the new R6B/R5B zoning is key with any new project, as well as maintaining a legal and safe work site.

5-story, 54’ high, 18-unit building with a total gross area square footage of 25,465 ft. and 4,200 square feet of open parking space for 15 vehicles.
During excavation of this property in the summer of 2005, the adjacent building, 396 15th St., began to crack and its side wall began to pull away from the building. A still-open high-severity ECB violation was issued to the property owner on 7/25/05, for failure to protect adjoining structures during excavation with the result of undermining of adjacent property.
Work was done during the fall to stabilize, rebuild and underpin 396. Work started in December to underpin and rebuild the foundation and side wall of other adjoining property, 404 15th St. The permit for this work is held by the owner of 404.

Under DOB audit since beginning of October, audit was accepted and new plans approved 12/29/05. New plans reduce a 7-story building to a 5-story, 49’ high, 70’ wide, 27 unit, 40,543 sq ft. building with two sub-cellars for 22-car parking and additional off-street parking for four more. Cellar is listed as a “ambulatory health care facility.” New building, construction equipment and sidewalk shed permits all renewed 1/18/06.
Since building is 70’ wide on a 20’ wide lot, this new plan once again must involve adjoining lot 408, (no new plans or permits are listed for that address), though properties are not linked on BIS website.
Four active DOB and two active ECB violations as of 1/19/06. Stop Work Order 12/01/05, now lifted.

Most recent plans on file at the DOB for 162-166 16th St. are two Post Approval Amendments approved 9/27/05 and 11/14/05 that show a 10-story, 107’ high, 45-unit condo. These are amended plans filed to answer audit objections.
Many PAAs have been filed and either withdrawn or disapproved on this project. A PAA disapproved on 9/07/05 shows 12-story, 143’, 55-unit condo. A PAA approved 9/20/05 shows change of height to 136’ (still 12 story). Work continues on this property.

198 – 210 16th St. (btwn 5th & 6th Ave.)(“200 16th St.”)

On 2/13, two MMG workers were injured by a brick wall falling on them and were taken away by ambulance. A Stop Work Order ensued, then rescinded 02/21/06 by a Best Squad inspector who determined that these properties “are being demolished as per approved demo applications.”
